26 May 2026 – The ASEAN Disability Forum (ADF) convened an online meeting on the Mapping and Identification of ASEAN Enabling Masterplan (AEM) Post-2025 Focal Points in ASEAN Member States. The meeting brought together ADF Steering Committee members, the ADF Secretariat, and representatives from the ASEAN Secretariat to strengthen coordination and advocacy for the development of the ASEAN Enabling Masterplan (AEM) Post-2025.
Opening the meeting, ADF emphasized the importance of ensuring the meaningful participation of Organizations of Persons with Disabilities (OPDs) in shaping the new regional disability framework, which is expected to be adopted in 2027. The meeting also aimed to identify Technical Working Group (TWG) focal points, map relevant ministries and government agencies across ASEAN Member States, and strengthen national and regional advocacy strategies.
A key presentation was delivered by Miguel Musngi from the ASEAN Secretariat, who outlined the development process of the AEM Post-2025 and its alignment with the ASEAN Community Vision 2045. He highlighted the role of the Technical Working Group in developing the new framework and stressed that persons with disabilities must be meaningfully involved throughout the process.
Participants also discussed the importance of stronger coordination between ADF, ASEAN sectoral bodies, and national governments to ensure disability inclusion is integrated across ASEAN’s socio-cultural, political-security, economic, and connectivity agendas. The discussion further explored the potential establishment of a permanent multidisciplinary expert group on disability inclusion to strengthen long-term collaboration.
Representatives from several ASEAN Member States shared national perspectives and identified key priorities for the post-2025 framework, including inclusive education, employment opportunities, accessibility, disaster inclusion, capacity building, and improved disability data. Participants agreed that stronger engagement with national ministries and OPDs would be essential to ensure the new Masterplan reflects the diverse needs and experiences of persons with disabilities across the region.
The meeting concluded with a shared commitment to continue regional coordination ahead of upcoming consultations on the ASEAN Enabling Masterplan Post-2025. Through strengthened collaboration with ASEAN institutions and OPDs, ADF reaffirmed its commitment to ensuring that persons with disabilities remain at the center of ASEAN’s inclusive development agend
