About ASEAN Disability Forum
ADF is a network composed by Organization of Persons with Disabilities (OPDs) of the ASEAN region. It is a platform of action to bring the voice of OPDs at grassroots level to policy makers at the regional level. ADF was accredited by the ASEAN secretariat in 2017 and was key to mainstream issues pertaining disability in the ASEAN Master Plan and actively engaged with the Economic and Social Commission for Asia and the Pacific (ESCAP) to promote the ASEAN Decade of the Disabled (2021-2031); influenced the Incheon Declaration review, and more recently, ADF to conducted a review of climate change policies and programs in the region, and the developed a policy brief.
ADF seek consultant to conduct an organisational-wide assessment within the secretariat to identify areas that require enhancement and propose solutions to augment the Asean Disability Forum’s capacity to represent its members and influence regional processes more effectively
Main task:
- To review the existing policies of the ADF covering, organizational governance, financial, human resources, administrative, and procurement matters. Identify any gaps that may be hindering the organisation’s effectiveness.
- To draft a report documenting the identified gaps, the areas that require attention, and the necessary actions to be taken. Include recommendations for the development of additional policies.
- To develop a plan of action outlining the prioritised actions to address the identified gaps.
Output
- Develop introduction report consist of a) methodology, b) questions tools, c) working plan
- Produce a report of observation and assessment from the review on a) existing policies, b) recent practices, c) relevant documents of ADF
- Provide recommendation based on analysis integrated with a project report
- Assist in data visualization, analysis, and presentation of programme activity performance findings.
- Suggest brief action plans of the priority areas that are urgent and feasible to do by ADF
- Ensuring accurate tracking of programme data, compliance monitoring, and risk assessment records.
- Ensure that programme files are properly recorded and stored.
- Assist to knowledge management initiatives by compiling lessons learned and best practices.
- Represent in the ASEAN Disability Forum internal meeting, if required.
- Develop an action plan to increase the ADF’s organizational capabilities.
Education
Minimum Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Human Rights, Law or related fields from an accredited academic institution with five years of relevant professional experience; or, Master’s degree in the above-mentioned fields
Experience
- Experience in consultancy assistance, monitoring & evaluation, compliance, and data analysis for persons with disability, disability rights, organizational capacity assessment and management risk, and ASEAN human rights mechanisms.
- Experience in organizational assessment at regional level, preferably.
- Prior work with international organizations, NGOs, or donor-funded projects is an advantage.
- Experiences with organizational assessment, organizational management, risk assessment frameworks, capacity building, and partnership management is desirable.
- Familiarity in financial, budgeting, and procurement support is an advantage.
- Proficiency in data management, visualization, and reporting tools (Excel, Power Point, Canva, etc).
Skills
- Strong organizational and administrative skills, with attention to detail.
- Ability to work with large data sets and generate insights.
- Knowledge of ASEAN human rights mechanisms, disability rights, and organization management or capacity strengthening frameworks.
- Strong communication and coordination skills for stakeholder engagement.
- Ability to work under tight deadlines and manage multiple tasks effectively.
- Advanced knowledge of MS Office applications (Word, Excel, PowerPoint, and Outlook).
Languages
Fluency in English is required both oral and written. Additional ability of Indonesian is an advantage.
